Medicaid Managed Care, State of Pennsylvania

Served as consulting actuary to Beaver and Fayette Counties as MCO’s in the State’s HealthChoices Medicaid Managed Mental Health Program.

American PsychManagement, Inc.

Provided actuarial pricing to develop and negotiate capitation rates for APM in Maryland, Virginia and Washington, DC This project also entailed producing semi-annual reconciliations with their anchor groups and calculating cash settlements.

Medicaid Managed Care Capitation Rate Development, State of New York

Developed capitation rates for seven (7) enrollment categories in twenty-one counties for Care Plus Health Plan. Our analysis included setting utilization and cost targets for hospitals, primary care physicians, specialists and other providers of care.

Neutral Actuary

By court order, served as neutral actuary for the State of Colorado and Rocky Mountain HMO. Mediated dispute resolution between the parties pertaining to Medicaid capitation rates.

Medicaid Managed Care, State of Texas

Consulting actuary to Birch & Davis Health Management Corporation as they administered the Texas Health Network Primary Care Case Management Program.

Southwest Texas Memorial Hospital

Provided the actuarial pricing work to create a Physician Hospital Organization (PHO) for the employees of Southwest Texas Memorial Hospital in San Antonio, Texas. The project included pricing out benefit alternatives in addition to setting capitation rates for primary care physicians based on the Resource- Based Relative Value Scale (RBRVS).

Georgetown University

Provided the actuarial pricing work to change the health plan for the non-union staff of the university and hospital from a fully-insured indemnity plan to a self-insured triple option managed care plan. The analysis included negotiating hospital per diems and physician fee schedules, separately determined for regular medical/surgical cases and those involving psychiatric and substance abuse cases.

Group Health Association of America (GHAA)

Conducted a research study for GHAA entitled The Cost Impact of “Any Willing Provider” Legislation. This study was used quite successfully by the HMO industry to stave off anti-managed care legislation promulgated by many states.

State of Hawaii

Prepared a report for the state legislature which analyzed the cost implications of adding a proposed mandatory mammography screening benefit.

Consultant, President Clinton’s Health Care Reform Task Force

Served as one of only seven actuaries selected nationwide to review the cost of the proposed Standard Benefits Plan and to make recommendations pertaining to design issues.

Government of New Zealand (GHAA)

As a Birch & Davis subcontractor, Atkinson Consulting developed a PC-based risk model to study the financial risks to health purchasers of system-wide changes proposed by the government.

Expert Witness/Testimony

Prepared an expert report and provided deposition for the plaintiffs in a securities litigation case against Aetna US Healthcare.

Kaiser Foundation Health Plan of the Mid-Atlantic States

As the consulting actuary for Kaiser, Atkinson Consulting assisted in the following areas: (1) overall strategic review of rates and rating methodology, (2) pricing and filing of small group rates in the states of Maryland and Virginia, (3) analysis of risk taking capacity and (4) compliance with legislative mandates in Maryland and Virginia.

Prior to founding Atkinson Consulting, Howard Atkinson has held a number of senior and consulting positions with companies such as Blue Shield and Blue Cross of Michigan. Blue Cross of Western Pennsylvania, The Segal Company and The Wyatt Company.
